Worker #1 was working on a scaffold beside a 53-foot-long rail container and had stepped onto the frame of the container. Worker #2 pulled the scaffold away from the container. Worker #1 stepped back from the container to where the scaffold plank was expected to be, and fell approximately four feet to the hard surface below. The worker sustained a fractured left arm.
